Dear Fencers,
Thank you for registering for the Stro RJCC/ROC February 26-28, 2016. We are looking forward to a great event. However, due to higher than forecast registrations and a very stringent venue rental contract, we have had to adjust the close of registration times for the following events:

We understand that this may cause some inconvenience and apologize for any disruptions to your schedules, however, on the information page we do state that the close of check-in times are “subject to change.” If the new close of check-in times will prevent you from being able to fence in the event, please email the event organizer by 12:00 p.m. Sunday February 21, 2016 and we will work on processing a refund via check for your event fees (registration fees are non-refundable). We will not process any refund requests of event fees after February 21.

Please email the event organizer with "REFUND" as the subject. Please let us know which event and the fencer's name and Make sure that you include your mailing address in the email.
Refund will be sent after 2 weeks after the tournament.

REGIONAL OPEN CIRCUIT
Eligibility to Enter: Please note the following changes affecting the birth year for the cadet and junior categories as this event occurs after JO's. The eligibility guidelines are taken from the Athlete Handbook. RCCs and RJCs held after the Junior Olympic Championships will only accept entries from athletes for which the tournament serves as a qualification path: Therefore the birth years are as follows:
Div IA: Born 2002 or before (or on the Junior National Rolling Points List), with any rating
Eligibility is based on birth year, regardless of the specific day/month:
Cadet: Born in 2000 through 2003
Junior: Born in 1997 through 2003
Fencers with Youth-14 National points are eligible to fence in Cadet events.
Fencers with Cadet National points are eligible to fence in Junior events.

ROC events function as qualifiers to the National Championships Division I-A, Division II and Veteran Categories, and may qualify fencers to other events, depending upon classification and status. The USFA Athlete Handbook contains detailed information on qualifying pathways and should be consulted as the appropriate reference document.

ROC tournaments are open to current USFA competitive members eligible to fence in Open competitions and to foreign fencers with current FIE licenses; however, foreign fencers are not eligible to compete in USA Fencing National Championship events. An athlete can fence at any ROC and may earn points at any ROC. Regional points are awarded to 40% of the competitive field. In the event that a foreign fencer finishes within the qualifying group, the foreign fencer will be skipped.

Qualification Path to Div1A Nationals from the D1A ROCs
Placed in the top 8 at the previous season's Div1A National Championships, OR
Placed in the top 4 at the previous season's Div2 National Championships, OR
Be on the current season's Div1A ROC Regional Point Standings, OR
Be in the top 8 of the Div2 ROC Regional Point Standings

Qualification Path to Div1 July Challenge from the ROCs
Be in the Top 16 of the Div1A ROC points
Be in the Top 4 of the Div2 ROC points

Regional Points – The ROCs award points to the top 40% of the competitive field at each ROC event. Refer to the Athlete Handbook for more details on points. The ROC point standings are not used for seeding National level tournaments. ROC point standings are maintained at usfencing.org.

ROC points are considered seasonal.

Cadet & Junior July Challenge
The July Challenge is held in late June early July, in conjunction with the USA Fencing National Championships. This competition constitutes the beginning of the Cadet and Junior point cycle/season which is why their NRPS are updated with the new season’s birth year span in April each year. Only those that meet the new season’s birth year span are eligible to compete in these events.
Eligibility (age, classification)
Subject to the exceptions in Table 2.5.1 in the Athlete Handbook, fencers must be at least 13 years old by January 1 of the current season. Fencers younger than that must, as of the regular fee entry deadline, be on the Y14 point standings to be eligible for the Cadet event or on the Cadet point standings to be eligible for Junior events. There are no classification requirements for US Athletes.
Qualification – when determining qualification using top 25% or 50% on regional points or national points lists, foreign fencers ARE NOT skipped (fencers who age out are skipped or deleted from the points lists).
CADET
• Fencers must meet age eligibility AND
• Be on Cadet NRPS (Age out after JOs) OR
• Be in the top 50% of the Y14 national rolling point standings (NRPS) at the regular fee entry deadline OR
• Be in the top 50% of your region's Cadet Regional Circuit Points OR
• Top 50% of their region's Junior Regional Circuit Points OR
• Foreign athletes who meet the USA Fencing classification standard of “A”, “B” or “C” as defined in the Athlete Handbook section 2.2.5
JUNIOR
• Fencers must meet age eligibility AND
• On Junior NRPS (Age out rankings after JOs) by entry deadline OR
• On Cadet NRPS (Age out after JOs) OR
• Be in the top 50% of your region's Junior Regional Circuit Points OR
• Be in the top 25% of the Youth 14 national rolling point standings (NRPS) at the regular fee entry deadline OR
• Foreign athletes who meet the USA Fencing classification standard of “A” or “B” as defined in the Athlete Handbook section 2.2.5
• Results posted at the venue and on FRED are not official; results must be verified by the national office for final determination of qualification). The Athlete’s Handbook (http://www.usfencing.org/athletehandbook) contains detailed information on qualifying pathways and should be consulted as the appropriate reference document.

• Full USFA regulation uniform is required. Electric bib required in foil events.
• Must have at least two working weapons and two body cords.
• Current USA Fencing competitive membership, FIE, or other foreign federation membership, required. Must present membership card (or proof of membership payment) at check-in. If no proof of membership you must complete and pay for USA Fencing membership. Have separate check payable to "USA Fencing"

TOURNAMENT DAY CHECK-IN
• Venue opens at 7 a.m. each morning.
• Fencers are required to check in each day they compete
• Fencers are required to have equipment checked (only required once if fencing more than one day)
• Present to registration desk with fencing federation membership card (USA Fencing, FIE, or foreign federation). To print your USFA membership card visit: https://www.railstation.org/usfencing/Login.aspx?Redirect=Profile.aspx?returnurl=default.aspx.
• Verify seeding information (name, club, division, country, rating) at check-in for your event. Changes will NOT be made after the close of check-in.

EQUIPMENT CHECK
Arrive early to allow time for equipment check. Equipment will be inspected and marked (mask, lame (as appropriate), sabre cuffs, head cords, and body cords). Fencers only need to have their equipment passed once for the duration of the Stro. Names not required on uniforms.

HOTEL: We recommend the Courtyard by Marriott on 190th in Torrance, or any other chain hotel in the cities of Manhattan Beach, Redondo Beach, El Segundo and Torrance.

VENDOR:
The Fencing Post will be onsite for equipment sales.
